In the 5 p.m. update from the National Hurricane Center, Debby was about 70 miles northwest of Havana, Cuba, and about 160 miles south-southwest of Key West, Fla. The storm had maximum sustained winds of 40 mph and was traveling west-northwest at 15 mph.
In the 2 p.m. update, the depression had maximum sustained winds of 35 mph. The threshold to become a tropical storm is 39 mph.
"Strengthening is expected as Debby crosses the Gulf of Mexico, and the system is likely to be at or near hurricane strength when it reaches the Florida Gulf coast," NHC said.
The forecast track shows landfall at 2 p.m. in the Florida Peninsula.

"The tropical cyclone has become better organized since the last advisory, with the circulation center becoming better defined over the southeastern Gulf of Mexico and areas of outer convective banding to the north and south of the central region," NHC forecaster Jack Beven said.
Water temperatures over the eastern Gulf of Mexico are in the mid to upper 80s.
Florida Gov. Ron DeSantis declared a state of emergency on Thursday night in 61 of 67 counties.
In the 5 p.m. update, a hurricane warning was issued for the Florida Gulf Coast from the Suwannee River to the Ochlockonee River.
A hurricane watch is in affect for the Florida coast west of the Ochlockonee River to Indian Pass, and the Florida coast east of the Suwannee River to Yankeetown
A tropical storm warning is in effect from the Florida Keys west of the Seven Mile Bridge, including the Dry Tortugas, and the west coast of the Florida peninsula from south of Yankeetown to East Cape Sable.
A tropical storm watch stretches from Florida Keys north of the Seven Mile Bridge to the Channel 5 Bridge, and the Florida coast west of Indian Pass to Mexico Beach.
A storm surge warning is in effect from Florida Keys west of the Seven Mile Bridge including the Dry Tortugas, to the west coast of the Florida peninsula from south of the Suwannee River to East Cape Sable.
At least one tornado is possible across the Florida Keys and the western Florida Peninsula tonight through Sunday morning, NHC said.
After landfall, weakening steering currents should cause the cyclone to slow down while it moves northeastward or eastward over parts of northern Florida and southern Georgia, NHC said.
The storm is expected to produce rainfall totals of 6 to 12 inches, with maximum rainfall totals up to 18 inches across portions of Florida and across the U.S. coast through Thursday, according to NHC.
Previous storms were Tropical Storm Alberto, Hurricane Beryl and Tropical Storm Chris.
Hurricane Carlotta, Tropical Storm Daniel moving in the Pacific Ocean

Two storms -- Hurricane Carlotta and Tropical Storm Daniel -- are moving in the Pacific Ocean.
Carlotta, a Category 1 storm, is about 760 miles west-southwest of the southern tip of Baja California with maximum sustained winds of 85 and moving west at 10 mph.
NHC, in its 2 p.m. PDT update, forecasts a slower westward to west-northwestward motion during the next few days.
Daniel formed in the far western east Pacific on Saturday morning and is expected to be a short-lived storm, according to NHC .
In its 2 p.m. PDT update, Daniel is about 1,530 miles west-southwest of Baja California with maximum sustained winds of 40 mph and was moving north at 2 mph.
NHC anticipates a turn toward the northeast over the "next several days with a gradual increase in forward speed."
Then some gradual weakening is expected thereafter.
