S. Korean president open to summit with North ... maybe

U.S. Navy, Republic of Korea complete Exercise Clear Horizon 2015
Washington (UPI) Nov 13, 2015 - Naval forces from the United States and the Republic of Korea concluded the joint training exercise Clear Horizon on Friday.

Clear Horizon is an annual event between the U.S. and South Korean navies that focuses on coordination between ships and aircraft in mine countermeasures in international waters. The exercise is held off the coast of the Korean penninsula. Rear Adm. Bill Byrne, the commander of Naval Forces Korea says the exercise builds on the partnership between the two naval forces in addition to honing important skills.

"The threat of mines can have a crippling effect both militarily and economically and it is the enduring threat of mines in the waters around the peninsula that is the driving force behind this exercise," Byrne said in a statement.

For the exercise, the U.S. Navy committed 330 personnel assigned to the Explosive Ordnance Disposal Mobile Unit. Sailors also worked to improve communication capabilities during flight deck operations. HM-1 teamed up with South Korean Navy ship Wonsan for numerous take-off and landing drills using a MH-53E Sea Dragon helicopter.

"This was important because it allowed our crew an opportunity to increase our proficiency in supporting various platforms," Republic of Korea Navy Cmdr. Kim, Ki-Hyun said.

South Korean President Park Geun-Hye said Friday she would be willing to hold a summit with North Korean leader Kim Jong-Un, but only if there was a "breakthrough" on Pyongyang's nuclear programme.

In written answers to questions submitted by foreign news agencies, Park also warned Japanese Prime Minister Shinzo Abe against dragging his feet over a settlement for Korean women forced to work in Japanese military brothels during World War II.

On the question of a face-to-face meeting with Kim Jong-Un, Park reiterated that the door to a summit remained open, albeit guarded by numerous conditions.

"There is no reason not to hold an inter-Korean summit if a breakthrough comes in solving the North Korean nuclear issue and progress is made in improving the South-North relationship," Park said.

"But it will be possible only when the North comes forward for a proactive and sincere dialogue," she added.

Both Seoul and Washington have said any meaningful dialogue with Pyongyang would require North Korea to make some tangible step towards denuclearisation -- a pre-condition the North has repeatedly rejected.

Following an escalation in cross-border military tensions, the two Koreas reached an agreement in August that included a commitment to resume high-level talks.

However, no dialogue has been held so far, and most experts believe the chances of a summit are close to non-existent.

The two Koreas have held two summits in the past, one in 2000 and the second in 2007.

"North Korea is still honing its nuclear and missile capabilities," Park said, calling on the international community to send a "clear and consistent message" to Pyongyang to abandon its nuclear weapons programme.

On the question of the "comfort women" forced into Japanese wartime brothels, Park said Tokyo needed to address the issue "urgently."

"I expect the Japanese government to quickly present a solution that is acceptable to the victims and deemed reasonable by the Korean people," she added.

South Korea is demanding a formal apology and compensation for the 47 surviving Korean comfort women.

Japan maintains the dispute was settled in a 1965 normalisation agreement, which saw Tokyo make a total payment of $800 million in grants or loans to its former colony.

In what was their first one-on-one meeting last week, Park and Abe vowed to speed up consultations aimed at finally putting the long-running issue to bed.

Allowing it to keep "dragging on" was unacceptable, Park said Friday, adding it was "high time to make a decision."

US sanctions N. Korea ambassador to Myanmar over arms deals
Washington (AFP) Nov 13, 2015 - The US Treasury blacklisted North Korea's ambassador in Myanmar Friday, calling him a "facilitator" of Pyongyang's already-sanctioned arms trading company Komid.

The Treasury placed on its sanctions list Kim Sok Chol, the ambassador, as well as Komid officials Ri Chong Chol and Kim Kwang Hyok, for "acting for or on behalf" of Komid.

The sanctions forbid US individuals or entities from doing any business with those on the blacklist, effectively restricting their access to international financial networks crucial to doing business.

Government-controlled Komid, or Korea Mining Development Trading Corporation, is already under US and UN sanctions for its key role in North Korean arms proliferation.

The Treasury calls the company Pyongyang's "primary arms dealer and main exporter of goods and equipment related to ballistic missiles and conventional weapons."

It said Kim Sok Chol "is paid by Komid for his assistance and arranges meetings on behalf of Komid, including a meeting between Komid and Burmese (Myanmar) defense-related persons to discuss financial matters."

In addition, the Treasury set sanctions on Egypt-based Hwang Su Man and his company EKO Development and Investment, for also working with Komid in marketing North Korean weapons systems abroad.
