Congress notified of possible helo sale to Brazil

Airbus Helicopters supplying aircraft to California Highway Patrol
Grand Prairie, Texas (UPI) Sep 9, 2014 - The California Highway Patrol has contracted Airbus Helicopters Inc. for the purchase of as many as 15 AS350B3e AStar helicopters.

The aircraft manufacturer, a subsidiary of Europe's Airbus Helicopters, said the initial order under the award is for three helicopters with advanced avionics and mission equipment suite.

The mission suite will include the Garmin G500H electronic flight information system, FLIR Systems 380HDc thermal imager, Spectrolab XP searchlight and the Churchill Augmented Reality System moving map system.

Hoist equipment will also be included for search-and-rescue missions.

"CHP has been operating Airbus Helicopters products for the past 30 years, starting with an AS350B model in 1984," said Ed Van Winkle, sales manager for Airborne Law Enforcement for Airbus Helicopters Inc.

"They have flown more than 130,000 hours with their current fleet of 12 AStars. This order to begin replacement of the fleet demonstrates the high level of trust that CHP has in the AStar to perform their wide range of missions."

The contract is for three years, with two one-year options. Also, other California state and local government agencies can purchase new AStar helicopters through the contract, Airbus Helicopters said.

Deliveries of the first three helicopters ordered will begin in December.

The U.S. State Department has approved the possible sale of Sikorsky UH-60M Black Hawk helicopters to Brazil under a deal worth $145 million.

Brazil would reportedly use the aircraft -- three in all -- for search-and-rescue missions and for bolstering the country's internal security capabilities.

"This procurement will upgrade its air mobility capability and provide for the defense of vital installations and close air support for ground forces," the U.S. Defense Security Cooperation Agency said in its required notification to Congress of the possible sale.

The agency said the Foreign Military Sales program package is for three UH-60M Black Hawks, eight T-700-GE-701C engines, 12 M-134 7.62mm machine guns, embedded global positioning system/inertial navigation systems, and spare and repair parts.

Principal contractors if the deal passes congressional muster and final contract agreements would be Sikorsky Aircraft, General Electric Engines, and Dillon Aero Systems.

"This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of Brazil, which has been, and continues to be, an important force for political stability and economic progress in South America," the agency said.
