Canada may join US missile defense shield

Prime Minister Jean Chretien confirmed Monday that his government was considering a US invitation to help build a controversial missile defense shield.

Analysts speculated that the matter would be discussed fully at this week's cabinet meeting on Tuesday and that participation in the multi-billion-dollar effort would be approved.

Without confirming the cabinet schedule, Chretien told the House of Commons Monday: "At this time, there is a debate ... there has been an evolution in this file over the last six months.

"For example, there was extremely strong opposition by the Russians that has diminished. The same thing occurred with the Chinese."

Two contenders to succeed Chretien as leader of the governing Liberal Party and as prime minister have clashed in recent days over the issue.

Front-runner, former finance minister Paul Martin, is in favor of joining the missile defense system while Heritage Minister Sheila Copps is opposed.

The third candidate, Deputy Prime Minister John Manley, appears to be in favor.

Chretien said: "Of course my ministers do not agree all the time among themselves. I would be disappointed if they were to agree all the time. But at the end of the day, the decision is made and they respect that decision."
