The Central Weather Bureau urged residents in northeastern, eastern and southeastern Taiwan to expect heavy rains.
Ships in waters south and southeast of Taiwan were given a similar warning.
The bureau said the typhoon was moving slowly toward waters southeast of Taiwan and would weaken in intensity in the next 24 hours.
The storm was centred about 380 kilometres (235 miles) southeast of Oluanpi, the southern tip of Taiwan, at 8:00 am Tuesday (0000 GMT) and moving northwest at 10 kilometres per hour.
