UN Secretary General Kofi Annan has cancelled a speech in Germany because of the "aggravation of the world situation," said Thursday the foundation that organized the appearance.Annan was to give a speech on universal values at the University of Tuebingen in southwestern Germany on April 30, the Weltehos Foundation said.
