    Russia formally handed over its accession papers to the Kyoto Protocol to UN chief Kofi Annan in Nairobi on Thursday, ensuring the seven-year project to combat global warming should enter into force in February.

    Annan announced the handover made "it possible for the protocol to enter into force... 90 days from tomorrow (Friday), on 16 February 2005."

    "This is a historic step forward in the world's efforts to combat a truly global threat," he added.
